Biomedical Engineering Progression in Major University of Wisconsin Madison

Our freshman daughter was admitted to the school of engineering upon enrollment. She declared biomedical engineering as her major. She met all progression requirements except GPA for math/science classes was .013 below the 3.5 needed to automatically progress. Her overall GPA is now 3.8. Her first semester she took chem 109 honors, a five credit class. It was a tough class for her and she ended up with a B. She put a lot of time and effort into that class at the expense of other classes to a point. I had searched online to understand the process, but didn't see much about how decisions were made. Our daughter received an email stating that her progression application was approved. I was wondering how many students progress and what options students have if they are not approved as we have other family members/friends coming through net year.
